Josh Boone is the founding executive director of Veloz.  Josh has worked in the zero-emissions vehicle field for more than 10 years, bringing the public and private sectors together to advance awareness, understanding and consideration for electric cars.  He creatively brings his policy and technical background to grow engagement across a variety of networks to passionately implement Veloz’s Electric For All mission.

Previously, Josh was the deputy executive director of the California Plug-In Electric Vehicle Collaborative upon which Veloz was founded.  He led all Veloz development efforts to foster the initial concept, including directing work efforts to give the organization a name, brand, visual identity, philosophy and workplan while also spearheading board development.

Josh holds MS and BS degrees from the University of California, Davis, and has authored several scientific publications.  He and his wife have three children and drive electric.

Caroline Winn is chief executive officer for San Diego Gas & Electric (SDG&E), one of Sempra Energy’s regulated California utilities. Sempra Energy is a San Diego-based energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services.
SDG&E provides service to 3.6 million consumers through 1.4 million electric meters and more than 873,000 natural gas meters in San Diego and southern Orange counties.

Winn became CEO of SDG&E in August 2020. Previously, she served as the chief operating officer of SDG&E, overseeing operations of the utility’s gas and electric infrastructure assets, and customer services. In that role, Winn is widely recognized for SDG&E’s national leadership in sustainability, technology and innovation, including the company’s significant safety and wildfire mitigation efforts.

Winn also served as chief energy delivery officer, managing all energy delivery activities for SDG&E, including electric distribution operations and gas services, customer services, and external and state legislative affairs.
Since joining the company in 1986 as an associate engineer, Winn has held several leadership positions with SDG&E and Southern California Gas (SoCalGas).

Winn currently serves on the board of directors for Veloz, Monarch School and Smart Electric Power Alliance; the executive council for Western Energy Institute; and the director’s council of the Scripps Institution of Oceanography. Previously, Winn has also served as the board chair for the San Diego Regional Chamber of Commerce and continues to currently serve as a board member. She has a bachelor’s degree in electrical engineering from California State University Sacramento and is a registered professional engineer in the State of California.

Caroline Choi is senior vice president of Corporate Affairs at Southern California Edison, one of the nation’s largest electric utilities, and its parent company, Edison International. Choi is responsible for overseeing Government Affairs, Public Affairs, Corporate Communications and Corporate Philanthropy on national, state and local levels.

Previously, Choi served as senior vice president of Regulatory Affairs at SCE. In this role, she was responsible for the company’s regulatory strategy and policy at the national and state levels, including regulatory affairs, regulatory operations and environmental affairs.

Choi is active in national policy and community engagement, serving on the executive board of Smart Electric Power Alliance, a nationwide organization that supports utilities in the implementation and deployment of clean energy and distributed resources.

Choi holds a bachelor’s degree in government from Dartmouth College.

Liane Randolph has been appointed Chair of the California Air Resources Board. Randolph has been a Commissioner at the California Public Utilities Commission since 2015. She was Deputy Secretary and General Counsel at the California Natural Resources Agency from 2011 to 2014 and an Attorney at Pillsbury, Winthrop, Shaw, Pittman from 2007 to 2011. She served as Chair of the California Fair Political Practices Commission from 2003 to 2007, where she also served as a Staff Attorney from 1996 to 1997. Randolph served as San Leandro City Attorney and was a Principal at Meyers Nave from 2000 to 2003, where she was an Associate from 1997 to 2000. She was an Attorney at Remcho, Johansen and Purcell from 1994 to 1996 and an Associate at Manatt, Phelps and Phillips from 1993 to 1994. She earned a Juris Doctor degree from the University of California, Los Angeles School of Law.

Estela de Llanos serves as vice president of clean transportation, sustainability and chief environmental officer for San Diego Gas & Electric (SDG&E), one of Sempra Energy’s regulated California utilities. In this role, de Llanos oversees clean transportation, advanced clean technologies, environmental compliance, and sustainability initiatives.

De Llanos joined Sempra Energy in 2007 as senior environmental counsel and has held a number of positions within the Sempra family of companies. Prior to joining Sempra Energy, she was an attorney in the Los Angeles office of Latham & Watkins LLP, where she specialized in land use and environmental matters in connection with major projects throughout California.

De Llanos currently serves on the board of the California League of Conservation Voters Education Fund, the Coalition for Clean Air and the Francis Parker School Board of Trustees. She previously served on the Board of the Los Angeles Center for Law and Justice and the Del Mar Schools Education Foundation.

De Llanos holds a law degree from the University of Pennsylvania and a bachelor’s degree in psychology with a second major in international studies from Yale University.

Munni Krishna is the Strategic Partnerships Director for Veloz. She is leading Veloz’s ambitious new strategic phase of revenue growth to realize the full potential of current members, expand Veloz’s membership base and build new relationships and funding partnerships in philanthropy.

Previously, Munni has worked in the electric vehicle industry for a decade, developing partnerships with local government entities, building electric highways throughout California, and most recently in a global business development role for electric vehicle manufacturers. Throughout her career, she has partnered with state entities to facilitate the adoption of electric vehicles and access to charging for all Californians.

Munni holds a BA in English Literature from UC Santa Barbara. She is a proud Bay Area resident and has driven electric since 2015.

Nathan Fletcher is Chair of the San Diego County Board of Supervisors. As Chair, he is leading the effort to confront COVID-19 and ensure we build back better through the recovery. He is also focused on transforming our approach to behavioral health, making substantial investment in our mental health and drug treatment programs. A committed environmentalist, Chair Fletcher uses his position on the California Air Resources Board, Board of Supervisors and as Chair of the Metropolitan Transit Agency to ensure we tackle climate change and work to ensure environmental justice.

Chair Fletcher has been a Professor of Practice in Political Science at the University of California, San Diego since 2013. He teaches courses on public service, political science, Californian government and civil rights. He continues to teach part-time while serving San Diego County’s Fourth District. Chair Fletcher is an Ironman Triathlete and avid outdoorsman who enjoys surfing and alpine mountaineering/glacier climbing. He and his wife, Assemblywoman Lorena Gonzalez Fletcher, have five children and live in the City Heights community of San Diego, California.

Cynthia Williams is the Global Director, Sustainability, Homologation and Compliance, at Ford Motor Company.  She is responsible for sustainable business plans and policies, environmental negotiations with regulatory bodies around the world, reporting on the company’s environmental and social performance, and engaging with non-government organizations and other external stakeholders.  Since joining Ford in 1992, as part of the Ford College Graduate Program in the Automotive Emissions and Fuel Economy Office, Cynthia held several positions, which included Ford’s Sustainability, Environment and Safety Director in Asia Pacific, Environmental Policy Manager, Energy Planning and Compliance Manager, and On-Board Diagnostics Production Compliance Programs Manager.

A native of Flint, MI, Cynthia earned a Bachelor of Science degree in Mechanical Engineering from Michigan State University and a master’s degree in Business Administration from the University of Detroit Mercy.

Ashley Horvat, an energy and e-mobility industry executive, formerly Oregon’s “Electric-Car Czar,” has been leading the expansion of the electric vehicle market for over a decade in the public and private sectors. Horvat joined Greenlots in early 2017, and currently leads as Vice President, Auto OEMs, where she oversees automotive partner sales and business development efforts, including light, medium and heavy-duty electrification, while helping with energy transition efforts and cross business collaboration across Shell groups. Since joining Greenlots as employee # 17 as VP of Public & Private Partnerships, she has helped lead as the organization scaled through multiple rounds of venture fundraising and eventual acquisition by Shell New Energies.

Prior to Greenlots, Horvat led PlugShare’s strategic initiatives ahead of its eventual acquisition by Innogy, as Vice President, where she led the company’s corporate growth, including consulting and infrastructure divisions. She pioneered much of the industry’s leading EV infrastructure’s early infrastructure innovations, including the nation’s first multi-state, long-distance fast charging corridor, the West Coast Electric Highway. She served as Chief EV Officer for the State of Oregon, created and developed the West Coast Electric Highway, co-founded the Oregon Electric Byways, led ZEV regulatory affairs for the State of Oregon, and led the formation of the multi-state ZEV action plan for Oregon. In 2013, Horvat co-founded the “Women of Electric Vehicles” organization, dedicated to “elEVating women” to leadership roles in the EV industry, which now includes 700+ women from around the world. Ashley graduated Summa cum laude with a bachelor’s degree in American public policy and environmental studies from Western Michigan University. She’s been driving EVs since 2011, including a Nissan Leaf, Chevy Volt, Kia Soul EV, and a Tesla Model S.
