EV Policy: Working Under a New Administration

EV policies impact everything from incentives that reduce the upfront cost of EVs to actions that support residential and public charging. The U.S. government has spent $19 billion via the Bipartisan Infrastructure Law, which includes charging infrastructure, purchasing electric buses through transit agencies, enhancing equitable access to charging infrastructure, and expanding e-micromobility. At the state level, electric utilities and state organizations have also budgeted millions to support EV adoption through clean energy programs, rebates, and tax credits.

These policies have successfully advanced clean transportation efforts across the U.S. How are policies going to be implemented at the state level? Will utilities deepen their investments in transportation electrification? How can we continue the positive momentum?

Liane Randolph

Chair

California Air Resources Board (CARB)

Liane Randolph was recently appointed as Chair of the California Air Resources Board. Prior to this position, Randolph was a Commissioner at the California Public Utilities Commission since 2015. She was Deputy Secretary and General Counsel at the California Natural Resources Agency from 2011 to 2014 and an Attorney at Pillsbury, Winthrop, Shaw, Pittman from 2007 to 2011. She served as Chair of the California Fair Political Practices Commission from 2003 to 2007, where she also served as a Staff Attorney from 1996 to 1997. Randolph served as San Leandro City Attorney and was a Principal at Meyers Nave from 2000 to 2003, where she was an Associate from 1997 to 2000. She was an Attorney at Remcho, Johansen and Purcell from 1994 to 1996 and an Associate at Manatt, Phelps and Phillips from 1993 to 1994. She earned a Juris Doctor degree from the University of California, Los Angeles School of Law.

Nancy Skinner

Commissioner

California Energy Commission (CEC)

Commissioner Nancy Skinner is serving her first term on the California Energy Commission (CEC). Governor Gavin Newsom appointed Skinner in January 2025 to serve as the CEC’s engineer/scientist member. She was a state senator at the California State Senate from 2016 to 2024 and an assemblymember at the California State Assembly from 2008 to 2014. She also served on the Berkeley City Council from 1984 to 1992. From 2015 to 2016, Skinner was a senior advisor at the Energy and Efficiency Institute at the University of California, Davis, and a lecturer at the Goldman School of Public Policy at UC Berkeley.

She has worked on climate and sustainability issues for most of her career, including serving as the United States Director of The Climate Group; the International Director and United States Director of the ICLEI-Local Governments for Sustainability Climate Protection Campaign, and Executive Director of ICLEI-US Local Governments for Sustainability. Skinner was also the executive director of the Graduate Assembly at UC Berkeley and a writer/researcher at Earthworks Press. She earned a Bachelor of Science degree in conservation and resource studies and a Master of Arts in education from UC Berkeley.

Georgia Public Service Commission

A veteran of non-profit work who focuses on consumer protection and accountability, Commissioner Tim Echols took office in January 2011 and serves as vice-chairman of the Georgia Public Service Commission. He works to promote clean energy initiatives and speaks the importance of safe disposal of nuclear waste.

Doreen Harris

President and CEO

New York State Energy Research and Development Authority (NYSERDA)

Doreen M. Harris was appointed President and CEO of the New York State Energy Research and Development Authority (NYSERDA) on April 7, 2021, after serving as Acting President and CEO since June 2020.

President Harris is leading NYSERDA’s role to advance the policy frameworks, clean energy technologies, and solutions to help further New York’s clean energy transition while creating hundreds of thousands of good-paying clean-energy jobs and building an equitable economy.

Under President Harris’s direction, NYSERDA is supporting New York’s nation-leading clean energy initiatives through advancing infrastructure and innovation, large-scale and distributed renewables, building decarbonization, energy storage, transportation electrification, clean fuels, transmission and resiliency.

President Harris joined NYSERDA in 2010 and served as Vice President of Large-Scale Renewables, where she spearheaded the strategic development of New York’s land based renewable and offshore wind resource, including the execution of the State’s offshore wind master plan. Prior to her career in public service, President Harris spent more than a decade in the private sector, serving in management and engineering roles.

President Harris co-chaired the New York State Climate Action Council, which in December 2022 finalized the State’s Scoping Plan. She serves on the boards of the Advanced Energy Research and Technology Center (AERTC), Alliance to Save Energy, National Offshore Wind Research and Development Consortium, and NY BEST; and is a member of the Sustainable Development Solutions Network Leadership Council and an ambassador for the Clean Energy Education and Empowerment (C3E) Initiative.

President Harris holds a Bachelor of Science in Chemical Engineering from the University of Rochester and a Master of Business Administration from the University at Albany, State University of New York.

Nick holds a Master of Public Policy from the University of California Berkeley’s Goldman School of Public Policy and a Bachelor of Science in Electrical and Computer Engineering from Worcester Polytechnic Institute.
